West Sands Adoptions is excited to announce the opening of our Taiwan adoption program! West Sands is currently working with Good Shepherd Social Welfare Services, a government licensed child welfare foundation in Taiwan. The children available through our program range in age from 0-14 years old. Healthy and special needs children are available for adoption from Taiwan. Children come into care under different circumstances, the most common reason is when a birth mother is unable to provide care and upbringing, some children are referred into care by the local social service department.
West Sands is accepting NEW APPLICATIONS from married couples interested in adopting from Taiwan. Contact our office to receive a free information packet today. Families interested in adoption from Taiwan must meet eligibility requirements set forth by the Taiwan government. These requirements can change without notice, to stay current on the most recent requirements be sure to visit the US Department of State’s website on inter-country adoption: http://www.adoption.state.gov/ (on the right of the page you will see a drop down button “learn about a country”). Please look at Taiwan, to make sure your family meets the requirements for adoptive parents per the listed guidelines.
- Single applicants are not eligible.
- Married couples who have been married at least 3 years qualify. Taiwan does not allow same sex couples to adopt.
- One or both parents must have a 20-50 year age difference from child.
- Applicants must be both physically and mentally healthy. Applicants with a history of cancer, depression, anxiety or other conditions requiring ongoing medication should contact the West Sands office before applying to this program.
- No criminal history will be considered.
- Must be able to obtain an approved Hague-compliant homestudy in state of residence. Must also meet USCIS adoptive parent eligibility requirements.
- Family ties to Taiwan are preferred but not required, smaller sized families also preferred but there are no family size limitations.
- Must complete a minimum of 10 hours of Hague Compliant adoptive parent training (training must be outlined in homestudy).
The Adoption Process
West Sands Adoptions cooperates with individuals and organizations in Taiwan who work with us to complete your adoption. Adoption from Taiwan requires 1 trip to Taiwan. West Sands will guide and assist you in the assembly of the required documents for Taiwan adoption. The first step is to complete a Hague-compliant homestudy in your state. Once you have an approved homestudy West Sands will assist with submitting your application for adoption to the Children’s Bureau (Er Tong Ju) Ministry of Interior Taiwan and with applying to USCIS for approval. Once Taiwan has found your family eligible you can start working on your dossier for Taiwan. West Sands will assist you in the authentication and organization of your Taiwan adoption dossier. Once West Sands receives a potential match for your family you will have 10 days to review and accept. Cases vary in timeframe, the average wait for a match is between 3-36 months depending on your family’s requests and approval. Older (age 6+) and special needs children will be on the shorter spectrum of the estimated wait times. Once you accept your match must also be approved by the Social Welfare Service assigned to the child’s case and in some cases also by the adoptee’s birth family. After approval has been given families will file the I-600 for Pre-Adoption Immigration Review (aka PAIR). Pre-Adoption Immigration review is a “pre-approval” issued by USCIS that helps to ensure a child meets the US requirements to be found eligible for visa issuance. PAIR is not a guarantee of immigration eligibility. The PAIR process generally takes about 4 months. Once your PAIR letter has been issued the Taiwan court proceedings ensue. First your case will be presented to the District Court for adoption application. On average it takes 3-6 months for the court to examine and approve the adoption case after you are matched. Once the adoption has been approved by the court families will travel to complete the process and obtain their child’s visa to bring their child home.
