A Letter from the Director

Thank you for considering West Sands Adoptions. We look forward to providing excellent service in making the adoption process as smooth as possible for your family.

West Sands Adoptions has been licensed for over 20 years as a non-profit 501(c)(3) Child-Placing Agency in the state of Utah (Lic. #19895); and in Nevada for the last 3 years (Lic. # 125404964). We specialize in international adoptions. We do not work in countries we consider to be “high risk”. We are currently licensed in China and Ethiopia. We are no longer accepting new applicants for our China (Healthy) Program but we are accepting applicants for our China Special Needs Program. Placements from China are controlled by the Central Authority; The CCCWA (China Center for Children’s Welfare and Adoption). Special Needs Children are available from China from ages 0-13 with a wide spectrum of Special Needs from severe to minor or correctable. Placements from Ethiopia are controlled by MOWCYA (Ministries of Women, Children and Youth Affairs). Healthy and special needs children are available from ages 0-16 years. We are authorized to work in several provinces of Ethiopia and are working with multiple orphanages in several different regions.  This allows us to place children from Ethiopia faster.

Home studies are required for all families as the foundation for any adoption. West Sands works closely with other adoption agencies and can help you coordinate your home study in the state you reside. Adoption agencies typically network, share resources and expertise. West Sands will do everything possible to ensure a successful adoption.

West Sands will help you through the immigration processes and assist in preparing your dossier (international file) for the country of your choice. West Sands has extensive experience in immigration work and dossier preparation and will assist you through each step of the process. Once completed, the dossier is sent to the foreign country for processing. Processing time varies among the different countries.

During the processing and waiting period West Sands will stay in contact with you by phone and email. West Sands can also put you in contact with other West Sands families, and groups who meet together to discuss and share experiences in the adoption process. We provide training opportunities required by The Hague Convention to help prepare your family for the transition of adoption. Training is mandatory and required for any family adopting through West Sands’ programs. We work closely with you in making your international travel plans as trouble free as possible. Our In-country Program Directors and Facilitators meet you at the airport and guide you through the steps of the court and finalization processes.

After you are home with your child/children, West Sands is required to file post-adoption reports with current photos. These reports must be completed by a licensed Social Worker and submitted on time. China requires six reports at 1 month, 6 months, 12 months, 2 years, 3 years, and 5 years after placement. Ethiopia requires 3 reports at 3 months, 6 months and 12 months after placement. Ethiopia also requires adoptive parents submit a self-written annual report each year until the child/children reach 18 years of age. It is critical that these reports be completed and sent to your child’s country of origin. All families must be fully committed to completing these reports.

West Sands does not control foreign program fees which are subject to change at any time. Our goal is to keep fees as low as possible because placing orphaned children with wonderful families such as yours is our sacred mission. We suggest you contact your accountant or tax-attorney to see if you qualify for the Federal Tax Credit for Adoption.  The Adoption Tax Credit has been recently been renewed through 2014.

At your request, West Sands Adoptions will gladly make available the following information: (a) the number of our adoption placements per year for the prior three calendar years, and the number and percentage of those placements that remain intact, are disrupted, or have been dissolved as of the time the information is provided; and (b) the number of parents who apply to adopt on a yearly basis, based on the last three calendar years. West Sands Adoptions places “Waiting Children” through China’s program of adoption for special needs and waiting children. However, we do not have our own private list of waiting children at this time. Parents who apply for adoption through programs with West Sands Adoptions will not be referred a child for placement until a child becomes available through the appropriate Central Authority in the child’s country of origin.
